Clay tile eave closures.
With flat clay roofing tiles the first course may be raised with a special starter tile as shown at left in figure 2 27 or by a metal eaves closure raised fascia or wood cant strip.
When using cement it tends to block water from under the tile not allowing proper drainage thus causing water to stand and eventually leaks and or rots.
Metal is consistent in color and allows proper drainage.
Eave closures are used with some tile types and profiles and help close off the open space at roof perimeter edge between tile and underlying construction and raise the first tile course to a slope angle matching that of upslope tile courses.
Why use metal eave closure.

It keeps the first course of tile straight and is much faster to install.
Clay cement mortar pressure sensitive adhesive membrane foam and specialty metal closures are often used with tile.
With a cant strip or raised fascia a beveled wood or foam antiponding strip is required to prevent ponding of water along the eaves figure 2 29 below.
